Topolon water reservoir — a large hydro-technical structure built on the right bank of the Surkhandarya — the Topolondarya. It is located 1.5 km from the village of Uzun in Surkhandarya region. Construction of the water reservoir began in 1983. It serves irrigation and hydro‑energy purposes. The river water is collected seasonally. The reservoir is of the earth‑fill type. It includes a stone‑soil dam, water discharge (300 m³/s) and water intake (120 m³/s) facilities, and a hydroelectric power plant (capacity 175 MW). According to the design, the dam length is 410 m, height 180 m, total capacity 500 million m³, useful capacity 470 million m³.

It is used for irrigating the farms in the districts of Denov, Shorchi, and Qumqo‘rg‘on of Surkhandarya region, supplies water to a number of canals, and the HPP capacity improves electricity supply in the southern parts of the region.

The installed capacity of the Topolang HPP is 175 MW.

Annual electricity production amounts to 467 million kWh. The first stage of the water reservoir (30 MW) was commissioned in 2006. Two hydro‑electric units — each with a capacity of 15.5 MW, comprising 2 turbines and 2 generators with a capacity of 18.75 MW — are installed. In the first stage, annual electricity production was 63 million kWh, covering 40‑50 percent of electricity consumption in Surkhandarya region.

The second stage (145 MW) was commissioned in 2023. Two hydroaggregates each with a capacity of 72.5 MW were installed. All four hydraulic units were manufactured at the Leningrad Metal Plant (LMZ) in Russia and at the Elektrosila plant of Power Machines OJSC. The value of the second stage amounts to 84.4 million dollars, of which 38.3 million dollars were covered by a loan from VEB.RF, a Russian state corporation. The construction and installation works were carried out by the enterprise “Topalang HPD Platinium”, which belongs to the “Topalang HPD” holding; its director and founder (61.7%) is Islom Abdug‘aniyevich Abdurahmonov, the son of Abdug‘ani Sanginov, head of “Uzbekhydroenergo” DAK.

On March 13, a solemn ceremony dedicated to the commissioning of the second stage was held with the participation of the President of Uzbekistan Shavkat Mirziyoyev.

In September 2021, construction began on a 361‑kilometre main water pipeline from the Topolang reservoir, intended to supply drinking water to the 1.7 million inhabitants of the cities of Sariosiyo, Denov, Shorchi, Kumkurgan, Jarkurgan, Bandixon, Qiziriq, Sherobod, Angor, and Muzrobod. It will also improve the level of water supply for the district of Termez and the regional capital, the city of Termez, in the Surxondaryo region. The client for this main line is the joint-stock company “Ozsvutaminot” JSC, established in 2019 based on the assets of water supply and sewerage unitary enterprises of the Ministry of Housing and Communal Services. The main contractor is Topolang HPD Platinum. The project value is 138 million US dollars. The project is financed from the state budget. External double‑wall polyethylene‑lined steel pipes of 1420 × 10 size are supplied by the Zagarod Pipe Plant of Russia. The project completion is scheduled for 2024.
